The “Under the S-Line” initiative is a semester-long visioning project led by a graduate student from NC State University’s Pappas Real Estate Development Program, with faculty guidance, in partnership with the Downtown Raleigh Alliance. The focus of the student project is a three-block section of N. West Street where an elevated rail trestle is proposed as part of the NCDOT-led S-Line rail project.

The NC State team conducted an urban landscape study designed to inform and inspire future conversations about how the planned underpass could be reimagined for public benefit. The goal of this work is to complement the broader NCDOT led and managed S-Line project by offering community-driven, design-forward ideas that enhance the West Street corridor for those who live, work, and visit the area. While the construction of the NCDOT managed S-line project and corresponding rail trestle are still several years away, this separate student-led study provides a valuable opportunity to explore how the infrastructure investment can also create new public spaces, support small businesses, and strengthen neighborhood connections.

The study will be completed in the Fall of 2025.
